The constraint on a club tournament is almost never how many teams sign up. It is how many pitch or court hours you have, and how many of them can run at once. Everything else follows from those two numbers, and the format you pick has to fit inside them.

The arithmetic is unforgiving and easy to get wrong. Sixteen teams in four groups of four is twenty-four group matches before a single knockout game — at fifty-minute slots on two pitches that is ten hours, and on four pitches it is five. The same field as a straight knockout is fifteen matches. Those are completely different days, and the difference is invisible until you write it out.
